Jennifer Carroll focuses on negotiating and securing incentives for companies expanding, relocating, consolidating or making extraordinary investments. With 15+ years experience, her practice consists of state business incentive applications and negotiations in states across the country, including California, Florida, Illinois, Indiana, Kansas, Kentucky, Michigan, New York, New Jersey, Ohio, and Pennsylvania. Her practice also includes extensive research and writing on points of statutory ambiguity.

Previously, Ms. Carroll served as a law clerk for the United States Department of Homeland Security, the University of Notre Dame, and for a commercial law practice in Indiana. During her tenures as clerk, Ms. Carroll was responsible researching federal and state codes, administrative law, and case law to draft memoranda, motions, negotiation strategies, and settlement offers. She also worked as a negotiated incentives consultant at a Big Four firm in Texas. Ms. Carroll speaks at Economic Development Conferences across the country, including NextGen Talks Institute of Professionals in Taxation, and the Women in Economic Development Forum.

As a published author on the development of intellectual property legal systems, Ms. Carroll has a specialized interest in assisting start-up companies with tax planning strategies. She received her Juris Doctor from the University of Notre Dame and her Bachelor of Arts, cum laude, in Politics from the University of Dallas. She is licensed to practice law in Texas.
